Besiege means to confine, bind, show hostility to, to treat as a foe, to shut up.
This high-minded ruler with a loud voice puts God’s people under siege.

The result of his agenda is famine, shortages of food, scarcity of grain, oppression to the God’s people who are now hungry. His tactic of oppression is working.

Being under siege brought about absolutely horrifying circumstances.
The people are starving to death all because of the selfish agenda of an opposing ruler.
